the bid form is a little bit confusing.

we need a TOOLTIP for each item.

next to each item should be a question mark and when user mouse over, it will show the tool tip as follows:

Title of proposal tool tip = "Write an interesting title for the companyto notice your proposal"

Cover letter tool tip = "Write a short letter to explain why the company should hire you. Mention your skill and experience to impress the company".

Also change the words "cover letter" to "Explain Why we should Hire You"
